NOTICE OF POSSIBLE REVOCATION OR RELINQUISHMENT OF
CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice of its investigation into the unauthorized abandonment of private pay telephone service by Homer Cleaning Center (HCC) and the possible revocation or relinquishment of Certificate of Public Convenience and Necessity (CPCN) No. 632. Docket U-13-117 was opened to address this matter.
Alaska Statute 42.05.261(a) provides that a public utility may not discontinue certificated service unless, after notice and an opportunity for hearing, the Commission finds that the continued service is not required by the public convenience and necessity. A hearing may be scheduled by the Commission in a future order to allow HCC to challenge a possible revocation and to provide other interested persons an opportunity to comment publically on whether the Commission should revoke CPCN No. 632, or alternately, permit HCC to formally abandon private pay telephone service and voluntarily relinquish CPCN No. 632.
All interested persons will be invited to attend and make comments at the hearing, should one be scheduled. In the interim, you may comment on the potential revocation or relinquishment, including whether the continued provision of private pay telephone service at HCC is in the public interest.
You may obtain information about this docket by contacting David Parrish, Communication Common Carrier Specialist II at the Commission. The complete docket is also available for inspection at the Commission's office at 701 West 8th Avenue, Suite 300, Anchorage, AK 99501; phone: (907) 276-6222, or may be viewed at the Commission's website at http://rca.alaska.gov by typing Docket U-13-117 in the Find the Matter search box.
